Mr. Jose Luis Torres was born in Monclova, Coahuila, Mexico. When he was around 9 years old he immigrated to the United States and grew up in Mission, Texas. He resided in South Texas until June 2007. He completed his B.A. in Government and B.A. in Spanish at the University of Texas at Austin.

Mr. Torres is proficient in Spanish and English, and while attending U.T. Austin, he interned at the Texas House of Representatives where he experience at first glance the creation of laws through the legislative process. In the summer of 2012, his keen interest in international matters led him to study abroad at the Berlin School of Economics and Law, in Berlin, Germany where he obtained a certification in German Law and European Union Law.

While going to law school at South Texas College of Law, he interned at a couple of international trade law firms where he assisted attorneys and clients with the import and export of goods, technology, services, and foreign investment matters. Mr. Torres has experience with the various regimes and agencies governing trade such as U.S. Customs and Border Protection (CBP), the Department of Commerce Bureau of Industry and Security (BIS), the Department of State Directorate of Defense Trade Controls (DDTC), the Department of Treasury Office of Foreign Assets Control (OFAC), the Department of Defense Security Service (DSS), the Committee on Foreign Investment in the United States (CFIUS), and others.

After graduating law school, he started working with the Gonzalez Law Group, PLLC where he started his career as a Family Law attorney. Mr. Torres has vigorously represented clients in contested and uncontested divorces, custody suits, child support matters, premarital and postmarital agreements among other common issues arising out of family law.

Mr. Torres also practices probate law and assists clients with estate planning concerns. He has experienced representing clients in Independent and Dependent Administrations, Heirship proceedings, probating wills, and Guardianships. In estate planning, he has experienced drafting wills, power of attorneys, medical directives, and trust agreements.
